How Israel Is Building a Sovereign AI Initiative

Israel is moving from artificial intelligence strategy to execution with a sweeping set of national initiatives designed to strengthen technological sovereignty, build domestic computing infrastructure and position the country as a long-term leader in advanced AI.

The first wave of projects, announced by Israel’s Prime Minister’s Office National AI Directorate together with the Ministry of Finance’s Accountant General’s Department, includes a national quantum computing platform, plans for a Physical AI testing environment and an effort to assess the development of sovereign AI foundation models.

The initiatives illustrate how governments are increasingly treating AI infrastructure as a strategic national asset, similar to semiconductor manufacturing, energy systems or telecommunications networks. Rather than focusing solely on research grants or startup funding, Israel is emphasizing the development of core infrastructure intended to support its broader AI ecosystem.

AI Sovereignty Beyond LLMs

The broader initiative reflects an expansive definition of AI sovereignty with one new Request for Information (RFI) seeks industry input on creating a national Physical AI testing ground.

Physical AI refers to artificial intelligence systems that operate in the physical world through robots, autonomous vehicles, industrial equipment and intelligent sensors. Unlike software-only AI systems, Physical AI must safely interact with changing real-world environments.

According to the government, the proposed testing facility would allow developers to simulate complex edge-case scenarios — or rare real-world scenarios — across highways, hospitals, advanced manufacturing environments and agricultural settings.

Such infrastructure could support advances in robotics, sensing technologies, edge computing and real-time data processing while reducing barriers for companies developing next-generation autonomous systems.

The government also issued an RFI focused on sovereign foundation models.

Foundation models are large AI systems trained on extensive datasets that can later be adapted for applications ranging from chatbots and coding assistants to scientific research and business software. Countries increasingly view access to these models as strategically important because they underpin many downstream AI applications.

Rather than announcing the immediate development of a national large language model, Israel is seeking information from industry to map existing capabilities, evaluate market readiness and identify pathways that could strengthen domestic control over foundational AI technologies.

Quantum Computing Focus

The initiative also includes “Project Nexus,” a government tender to establish a nationally produced quantum computing platform.

According to the government, the project aims to ensure Israel has a domestically produced quantum computer while supporting the country’s diverse quantum technologies. Officials also said the initiative is intended to strengthen Israel’s position as a global leader in quantum computing.

Although the announcement does not disclose funding levels, technical specifications or participating organizations, the project signals that Israel views quantum computing as a foundational component of its broader AI and advanced computing strategy.

Quantum computers process information differently from conventional computers by exploiting the properties of quantum mechanics. While today’s systems remain experimental, researchers believe they could eventually accelerate certain problems involving chemistry, materials science, optimization and machine learning that are difficult for classical computers.

Israel already has one of the world’s more active quantum technology ecosystems, spanning universities, defense-related research organizations and private companies developing quantum hardware, software and enabling technologies. Project Nexus appears designed to provide national infrastructure capable of supporting multiple quantum approaches rather than concentrating on a single hardware architecture.

The move also aligns Israel with a growing international trend. Governments across North America, Europe and Asia have increased investment in domestic quantum computing capabilities as the technology becomes increasingly intertwined with national competitiveness, cybersecurity and economic policy.

From Strategy to Infrastructure

The projects represent the first implementation steps under Government Decision 4255, which established Israel’s national AI strategy.

Unlike earlier policy frameworks that emphasized long-term planning, the latest announcement shifts attention toward procurement, infrastructure and deployment.

Director of the National AI Directorate, Brig.-Gen. (Res.) Erez Eskel said in the statement: “Government Decision 4255 aims to secure Israel’s place at the forefront of global AI. Our role is to accelerate the advancement of AI in Israel, which is why we are transitioning swiftly and professionally from defining vision and strategy to practical implementation on the ground, together with all government partners. The steps we are launching now are a central phase in securing our sovereign infrastructure while continuing to focus our efforts on the State of Israel’s comparative advantages for long-term global leadership.”

The government’s repeated emphasis on sovereignty reflects a broader shift in global AI policy.

Over the past several years, governments have increasingly concluded that relying entirely on foreign providers for advanced AI infrastructure could create economic and strategic vulnerabilities. That has led many countries to invest in domestic semiconductor production, sovereign cloud platforms, national supercomputers and increasingly, quantum computing infrastructure.

Israel’s latest initiatives place quantum computing alongside foundation models and Physical AI as core components of that national infrastructure.

Building an AI Ecosystem

The Finance Ministry said in the statement that the projects are intended to create the underlying conditions for industry growth rather than support individual companies.

Senior Finance Ministry Deputy Accountant General for Innovation and Technology and Chairman of the Special Tenders Committee Evyatar Peretz said: “The Finance Ministry Accountant General’s Department is committed to realizing Israel’s national vision in artificial intelligence. The close collaboration between the Accountant General’s Department and the National Directorate enables us to translate government decisions into practical, contractual mechanisms that will establish the required infrastructure on the ground. The steps we are leading today – from quantum computing to Physical AI and foundational models – provide the industry and the economy with the necessary foundation to lower barriers, ensure technological sovereignty, and make global breakthroughs.”

Much of the program’s ultimate impact will depend on details that remain undisclosed, including funding commitments, procurement outcomes and the organizations selected to build the infrastructure.

Even so, the announcement offers a clear indication of Israel’s priorities. Rather than pursuing isolated AI projects, the government is investing across several interconnected technologies—quantum computing, Physical AI and foundation models—that together form the computing infrastructure likely to underpin future scientific research, industrial automation and advanced artificial intelligence.
